September is officially here, and the September 30th due date for EEO-1 Reporting is fast approaching, which means the Veterans’ Employment and Training Service Reports (VETS-100 and VETS-100A) are due as well.  Similar to EEO-1 reporting, VETS-100 and VETS-100A Reports are compliance surveys mandated by federal regulations and statutes.  As mentioned in our previous blog post on EEO Reporting, frequently asked questions pertaining to filing include: Who needs to file; What do you need to report and why; and, When do you have to do all of this?

Who: There are two different Veterans’ Reports for federal government contractors and subcontractors, VETS-100 and VETS-100A, each with their specific filing criteria. The following answers the commonly-asked question of “Which Veterans’ Employment Report must I submit in 2014?”:

  • VETS-100 Report requires the following criteria:
    • Organizations with federal contracts worth $25,000 or more which were entered into or modified prior to December 1, 2003 (minimum requirement)
  • VETS-100A Report requires the following criteria:
    • Organizations with federal contracts worth $100,000 or more which were entered into or modified on or after December 1, 2003 (minimum requirement)

NOTE: The organization may be required to file both Reports if they fit the criteria.

What: If the organization meets one or more of the above criteria, the survey requires the submission of employment data regarding the following veteran categories:

  • The VETS-100 Report details the types of veterans covered under the affirmative action provisions of the Vietnam Era Veterans Readjustment Assistance Act (VEVRAA) prior to the Jobs for Veterans Act (JVA) amendments. This Report requires Federal contractors and subcontractors to report the number of employees and new hires during the reporting period belonging to the following categories:
    • Special disabled veterans
    • Veterans of the Vietnam era
    • Other protected veterans
    • Recently separated veterans
    • Job Categories:
      • Officials and Managers
  • The VETS-100A Report details the types of veterans covered under the JVA amendments. This Report requires Federal contractors and subcontractors to report the number of employees and new hires during the reporting period belonging to the following categories:
    • Disabled veterans
    • Other protected veterans
    • Armed Forces service medal veterans
    • Recently separated veterans
    • Job Categories:
      • Executives/Senior Level Officials and Managers
      • First/Mid-Level Officials and Managers

When:  All Federal contractors and subcontractors that have contracts meeting the requirements for submitting reports must file a VETS-100 and/or a VETS-100A Report between August 1st and September 30th during the official “Filing Cycle.” Reports must be submitted no later than September 30th. Electronic submission is encouraged via http://www.dol.gov/vets/vets-100.html, but submission by mail is also acceptable.
